Compare the full withdrawal cost
Two freelancers can earn the exact same $2,000 in a month and take home very different amounts in rupees. The difference comes down to four things.
Withdrawal fees: Flat charges add up when you make frequent small withdrawals. Percentage fees grow with the payment amount.
Exchange rate markup: A conversion charge may be built into the rate. Check the final LKR amount against a market reference taken at the same time.
Example: At an illustrative market rate of Rs 331 per dollar, a rate 2% lower is Rs 324.38. On $1,000, that difference costs Rs 6,620.
Speed: Allow for earnings clearance, withdrawal processing and delivery to your bank or wallet. A cheaper route may be less useful if the money arrives after your bills are due.
Minimums and limits: Choose a route that fits your available balance. For example, Upwork's Direct to Local Bank country table lists a $13,000 limit for Sri Lanka without stating the period it covers.
Choose a method that balances the final LKR amount with the delivery time and limits you need.
Match the method to your income pattern
Small, frequent payments favor methods with low flat fees and low minimums.
Large, regular payments make the exchange-rate difference more important, even when the listed transfer fee is small.
Mixed income from several platforms favors a single account where you can collect everything first, then convert once.
What Sri Lanka's rules ask of you
Two requirements apply to earnings from clients abroad, and they are easy to confuse.
Bring the money in within 180 days: Rules No. 01 of 2024 on export proceeds require every exporter of goods and services to receive the proceeds in Sri Lanka within 180 days of shipment or of providing the service.
You do not have to convert to rupees: The same Rules apply the conversion requirement to exporters of goods only, and the Department of Foreign Exchange confirms that service proceeds are not subject to mandatory conversion.
Where it can land: A Personal Foreign Currency Account or a Business Foreign Currency Account can receive inward remittances, under the Central Bank's PFCA and BFCA directions. Some banks package these for freelancers, such as Bank of Ceylon's Smart Freelancer accounts. The directions do not settle which one a freelancer must use, so ask your bank.

Receiving USD with Elevate Pay
Receiving earnings in USD gives you control over when to convert to rupees. Your Elevate Pay account includes US account and ACH routing details for payments from platforms and clients.
Once approved, add those details as a USD bank payout method on a platform that supports ACH.
How it works

Add your account number, ACH routing number and account holder name to your platform's USD bank-payment settings. Use the details shown in your Elevate Pay app.
Receiving ACH is free. ACH is a US bank-transfer network, different from a wire. When a platform offers both, choose ACH.
Keep your earnings in USD or send rupees to a Sri Lankan bank through the destinations listed in the app.
Sending rupees costs a flat $1.50 fee. The maximum is $5,000 per transfer, so a larger amount goes as more than one transfer. The transfer screen shows the final rupee amount and delivery time.
Include the exchange rate and the platform's withdrawal charge when comparing final rupee amounts.

Hold dollars or convert to rupees
The rules give you two choices after the proceeds reach Sri Lanka. The money has to reach Sri Lanka within 180 days. It does not have to become rupees when it arrives. So the question is which currency it lands in. Both routes cap at $5,000 per transfer and are priced very differently.
Rupees to a Sri Lankan bank: a flat $1.50, whatever the amount.
USD to a foreign currency account in Sri Lanka: 1% of the amount, minimum $5. Under $500 the minimum bites, so you pay more than 1%.

Calculation: 1% of $1,000 is $10. On $300, 1% is $3, so the $5 minimum applies instead.
Sending dollars to a Sri Lankan foreign currency account costs 1% with a $5 minimum on this route. Compare the final value after fees and exchange rates before choosing. Either way the 180-day clock runs from when you provided the service.
Frequently asked questions
Do I have to pay tax on my freelance income in Sri Lanka?
Yes. The Inland Revenue Department confirmed that the exemption on service export and foreign source income was removed, and a maximum rate of 15% applies from 1 April 2025 where the service is to be utilized outside Sri Lanka and the payment is received in foreign currency and remitted through a bank to Sri Lanka. Work for a foreign client's Sri Lankan operation may not meet that condition. Keep your invoices and payment records, and ask a Sri Lankan tax professional which requirements apply to you.
Should I convert to rupees right away or keep my earnings in foreign currency?
Convert the amount you need for rupee expenses. Service export proceeds are not subject to mandatory conversion, so holding foreign currency is permitted. Exchange rates can move either way, and holding dollars does not guarantee a better rupee rate.
Can I get my freelance earnings into a mobile wallet?
Yes, through Payoneer. Dialog's eZ Cash inward remittance page lists Payoneer among its partners and states that you receive money only in rupees. See the Payoneer to eZ Cash guide for the limits and steps.
