As of 9 September 2026, you can’t open a PayPal account as a Pakistan resident or withdraw from one to a Pakistani bank.

If a client asks to pay by PayPal, the registration page is where the problem starts: Pakistan isn’t a country option. You can still receive freelance income through a USD account or marketplace payout. This guide explains the real routes, their costs and what happens to foreign-address accounts.

How to create a PayPal account in Pakistan

You can’t complete signup with a Pakistani residential address. PayPal’s country selector has no Pakistan option, so there’s no local account-creation flow to follow.

PayPal’s Asia country selector lists nearby countries such as India, Nepal and Sri Lanka, but Pakistan is absent. The screenshot above shows the selector captured on 9 September 2026.

The country list is the key restriction. A +92 phone option elsewhere in a form doesn’t change where PayPal lets you register an account.

If you live abroad, use your actual country of residence and meet its account requirements. If you live in Pakistan, choosing a UK or US address starts an account you may be unable to verify.

Our general PayPal signup guide covers normal registration in countries where accounts are available. For Pakistan, the missing country option is the stopping point; a VPN, CNIC upload or paid agent won’t add it.

Foreign addresses, relatives’ accounts and bought accounts

The common workaround is a relative’s UK or US address. Another is an account already registered in someone else’s name. Both can appear to work until PayPal asks for more information.

With a bought or borrowed account, you depend on the registered owner’s ID, phone and recovery email. Your client’s payment goes into an account registered to someone else.

PayPal’s account terms require the correct country of residence and accurate information. The account’s registered market decides which agreement applies.

What does a PayPal account limitation look like?

A limitation can stop sending, receiving or withdrawing. PayPal’s notice directs the account holder to the Resolution Center for identity, address or business documents. Those documents must match the registered details: for a UK address, that could mean a UK utility bill in the account holder’s name. A Pakistani utility bill cannot prove that UK residence.

Does linking Payoneer solve the problem?

No. Linking Payoneer won’t fix a PayPal identity or address review. The bank connection and the account-verification problem are separate.

Payoneer’s PayPal-funded invoice option also excludes Pakistan-registered recipients. It doesn’t provide a way around the local PayPal restriction.

Some PayPal holds last up to 180 days; legal or regulatory reasons can extend them. That’s a possible hold period, not a promise that every limited balance becomes withdrawable automatically on day 181.

Xoom: receiving personal transfers into Pakistan

Xoom is PayPal’s service for sending personal remittances into Pakistan. The sender uses Xoom abroad, and you receive rupees in a bank, wallet or at a cash-pickup location.

You don’t need a Pakistani PayPal account to receive a Xoom transfer. The sender can fund it with a bank account or another method Xoom offers for that transfer.

We entered each amount separately in Xoom’s public calculator. The rate improved as the amount increased, so multiplying the $200 result by five would give the wrong $1,000 result. These examples use bank deposit; card funding can also carry an issuer cash-advance charge.

Can a client use Xoom to pay an invoice?

Use Xoom for personal remittances, not freelance invoice collection. Its consumer service is for transfers to friends and family.

For client work, use a business-payment method such as ACH to your USD account, a marketplace payout or a Payoneer bank/card payment request.

Can a client pay you through Payoneer with PayPal in Pakistan?

No. Payoneer excludes Pakistan-registered accounts from PayPal-funded payment requests. Its receiver guide names Pakistan and Bangladesh explicitly.

There’s a second limit: PayPal funding on that service is for US payers only. A broad announcement that Payoneer accepts PayPal leaves out both the payer-country rule and Pakistan’s recipient exclusion.

Your client can use another business-payment method offered by Payoneer, such as US ACH debit or a card. Marketplace payouts use their own connections and fee schedules.

What does Payoneer charge?

Payoneer’s current pricing and receiver guide give these collection charges:

  • US ACH debit: 1%. About five business days to the Payoneer balance after review and approval.

  • Card: up to 3.99% + $0.49. The fixed fee depends on the country.

  • Local bank-transfer collection: up to 1%. Currency, location and minimum-fee rules affect the charge.

  • PayPal-funded request: unavailable for Pakistan-registered recipients. The fee quoted for other markets doesn’t make this a Pakistan route.

Payoneer’s “Withdraw and transfer funds from a Payoneer account” pricing lists a 1.2%–4% percentage band; its $1.50 flat fee is limited to listed countries, which exclude Pakistan and Bangladesh.

For a $1,000 ACH-debit request with you paying the 1% collection fee, $990 reaches Payoneer. A 1.2%–4% withdrawal charge leaves $950.40–$978.12 before conversion: an estimated PKR 263,602.94–271,291.36 at the reference below.

How to withdraw PayPal money in Pakistan

You can’t withdraw directly from a Pakistan-resident PayPal account, because that account service doesn’t exist. Here are the three situations people usually mean:

  1. Someone abroad wants to send you personal money: Xoom can deliver it to a Pakistani bank or wallet without you opening PayPal.

  2. You need to collect a new freelance invoice: use client ACH, a marketplace payout or Payoneer’s non-PayPal payment methods.

  3. You live abroad and have a PayPal account there: withdraw under that account’s country rules. Sending the money onward to Pakistan is a separate remittance.

With an informal PayPal-to-PKR exchange, you rely on the other person to send the rupees after receiving your PayPal funds. A promised transfer or screenshot is not proof that the money has reached your bank.

What does a $1,000 client payment become in PKR?

This table uses 9 September 2026 rates. The two business-payment rows start with a $1,000 client payment. Xoom is included separately for family transfers.

Elevate Pay: ($1,000 − $1.50) × our 9 September rate of 274.56. Payoneer: $1,000 × 99% × 96%–98.8% × 277.36, using SBP’s 9 September interbank close, reported by APP. The Payoneer range is a fee model; Payoneer sets its own transaction exchange rate.

How to get your transfer certificate

From a client invoice to a PKR bank credit

We charge $0 to receive ACH payments and $30 for an incoming domestic or international wire. For a client who can use either, the funding method alone makes a $30 difference before the local transfer.

For an ACH client, the payment flow is:

  1. Put your name, work description, USD amount and payment reference on the invoice.

  2. Add the recipient name, account number and ACH routing details from your Elevate Pay USD account.

  3. The client sends the ACH payment from their bank.

  4. When the USD arrives, open Send Money → Transfer money locally or abroad.

  5. Add your Pakistani bank account, enter the amount and authorize the transfer.

Frequently asked questions

Can I make a PayPal account with a Pakistani phone number?

No. A +92 phone number doesn’t change the residence rule. PayPal still has no Pakistan option for opening a local account.

Can I use a relative’s UK PayPal account?

The account belongs to your relative. You’d depend on their identity documents and recovery access, and your business payments could trigger verification or a hold.

Does Payoneer let Pakistani freelancers receive PayPal-funded invoices?

No. Payoneer’s receiver guide explicitly excludes Pakistan-registered accounts from PayPal-funded payment requests.

What does Elevate Pay charge to receive USD?

We charge $0 for incoming ACH. Domestic and international wires cost $30 each, before the local-transfer fee.

How long does it take to get paid?

Our PKR payouts normally arrive the same day with correct details. Payoneer ACH debit takes about five business days after approval, before bank withdrawal. Xoom lists minutes for its named bank and wallet routes.
