No. As of 9 September 2026, you can’t open a PayPal account while living in Pakistan.

Xoom, PayPal’s remittance service, can send personal transfers to Pakistan. Payoneer also offers PayPal-funded payment requests in some countries, but Pakistan-registered Payoneer accounts are excluded. Neither gives you a local PayPal account for client payments.

If a client has asked for your PayPal email, you’ll need another payment route. Here’s what the launch headlines meant, what works now and what $1,000 becomes in rupees.

Does PayPal work in Pakistan?

PayPal does not offer accounts to people living in Pakistan. Pakistan is absent from PayPal’s country selector, including the Asia list we captured for this guide.

If you’re a Pakistani citizen who actually lives in a country where PayPal operates, you can apply there using your real residence and that country’s account requirements. Nationality and residence are different questions.

A tutorial that selects the UK or US is showing another country’s signup flow. It hasn’t found a Pakistan launch or a setting that turns one on.

Can someone send PayPal money to Pakistan?

Someone abroad can send you a personal remittance through Xoom. A client invoice needs a business-payment route.

Xoom can pay into Pakistani banks, Easypaisa or JazzCash, or deliver cash through a pickup partner. The sender sets up the transfer abroad; you receive rupees through the chosen destination.

Payoneer won’t let a Pakistan-registered account receive a PayPal-funded payment request. Its receiver guide names Pakistan and Bangladesh in the exclusion list. Even in countries where the option works, its table limits PayPal payers to the US.

For freelance work, the practical choices are a client bank payment into your USD account or a marketplace’s local payout option. Payoneer’s non-PayPal business-payment methods remain separate options.

When will PayPal come to Pakistan?

There’s no confirmed launch date. The major headlines have described talks, pilots and third-party payments. None has opened PayPal registration to people living in Pakistan.

Why is PayPal not available in Pakistan?

PayPal hasn’t given a current, definitive public explanation for Pakistan’s exclusion. Dawn’s 2019 reporting covered the unsuccessful government push and the effect on freelancers.

What happens if you open an account using a foreign address?

Your money can get stuck when PayPal asks you to prove where you live. Its account terms require accurate residence and account information; some holds can last up to 180 days, or longer for legal reasons.

What $1,000 becomes

For a $1,000 client payment by ACH, you receive an estimated PKR 274,148.16 with Elevate Pay after our $1.50 transfer fee. Using our 9 September rate of 274.56 PKR/USD, the calculation is $998.50 × 274.56.

Payoneer’s fee model leaves PKR 263,602.94–271,291.36: $1,000 × 99% after collection × 96%–98.8% after withdrawal × 277.36 PKR/USD, using SBP’s 9 September interbank close, reported by APP. Its “Withdraw and transfer funds from a Payoneer account” pricing restricts the $1.50 flat fee to listed countries; Pakistan and Bangladesh are absent, so the percentage band applies. Payoneer sets its own transfer rate; these are estimates. These estimates exclude separate sender charges and any minimum withdrawal fee.

How to request a PRC

Frequently asked questions

Is PayPal available in Pakistan today?

No. Pakistan was still missing from PayPal’s country list on 9 September 2026. Xoom personal remittances are available separately.

Can I use Payoneer to receive PayPal payments in Pakistan?

No. Payoneer’s own receiver page excludes Pakistan-registered accounts from PayPal-funded payment requests. Its other bank, card and marketplace payment methods are separate.

Does Xoom mean PayPal has launched?

No. Xoom can send personal remittances to Pakistan, but it doesn’t give you a Pakistani PayPal account for receiving client payments.

Should I wait for PayPal?
