To withdraw PayPal funds to a Philippine bank, link an account in your name, select it from Transfer Money and review the final PHP amount. A foreign-currency balance can incur conversion costs even when the bank withdrawal fee is zero.
PayPal bank withdrawal costs
Separate the fee for receiving a client payment, the conversion into PHP and the withdrawal to your bank. They apply at different stages.
The 3% currency conversion fee: PayPal's Philippine consumer fee schedule lists 3% above PayPal's base exchange rate for the relevant currency conversions. The fee is built into the transaction exchange rate. Do not deduct another 3% from a final PHP quote that already includes it.
PHP bank withdrawal fee: PayPal lists ₱50 below ₱7,000 and no fee above ₱7,000 when no conversion is needed. At exactly ₱7,000, use the charge shown in the transfer screen. The published table does not spell out that boundary.
Receiving fees: A client payment for your work can have a commercial-payment fee before it reaches your available balance. PayPal's Philippine merchant fee schedule lists the receiving charges. They are separate from the later bank withdrawal and conversion.
Account limitations: PayPal may temporarily limit accounts when it detects unusual activity. A limitation can delay withdrawals until you provide the requested information.
Withdraw PayPal USD to Elevate Pay
You can withdraw USD from a Philippines-registered PayPal account to your Elevate Pay USD account when both accounts are in the same name. PayPal's personal fee schedule and business fee schedule list a 3% fee for withdrawals to a US bank account. Receiving ACH in Elevate Pay is free.
Copy your account number, ACH routing number and account holder name from the Elevate Pay app.
In PayPal, open Wallet and link those US account details. The account holder name must match your PayPal account. Complete any verification PayPal requests.
Choose Transfer Money, then Transfer to your bank and select your linked Elevate Pay account.
Enter the USD amount. Review the withdrawal currency, fee and arrival date, then submit and track the transfer in Activity.
Example: With a $1,000 available USD balance, a 3% withdrawal fee is $30, leaving $970 to arrive by ACH in Elevate Pay, assuming the withdrawal stays in USD. If you later send that balance to PHP, Elevate Pay's $1.50 transfer fee leaves $968.50 for conversion at its displayed rate.
PayPal's US-bank withdrawal fee is separate from any currency-conversion charge. Keeping a USD balance and withdrawal in USD avoids conversion at this step. Review the currency before submitting.
Step by step: withdrawing PayPal to a Philippine bank
Step 1: Verify your PayPal account
Complete any identity checks and resolve account limitations first. PayPal's withdrawal instructions explain the bank and card transfer flows.
Step 2: Link your Philippine bank account
Log in to PayPal, open Wallet and choose Link a bank account. Enter your bank and account details, using the account holder name registered with PayPal. For BPI, BDO or UnionBank, use the bank name and code shown by PayPal or supplied by your bank. A bank account number is different from a debit-card number.
Step 3: Start the transfer
In your Wallet, choose Transfer Money or Withdraw and select your linked Philippine bank.
Step 4: Enter the amount
Enter the amount and check the PHP payout and withdrawal fee shown by PayPal. If conversion is required, the displayed PHP quote already reflects its transaction exchange rate.
Step 5: Review and confirm
Review the bank account, fee, exchange rate, final PHP amount and arrival date, then submit. PayPal says standard bank transfers typically take one business day but can take three to five, depending on the bank. Track the transfer in Activity. A submitted withdrawal cannot be canceled.
Sending to GCash: You can cash in directly from a linked PayPal account without a bank transfer first. GCash requires PHP and charges 1% on PayPal cash-in. Follow the PayPal to GCash guide for that route.
Example: withdrawing ₱10,000 from PayPal
Start with ₱10,000 already available in PHP after receiving and conversion fees. A bank withdrawal preserves more of this balance than a direct GCash cash-in at the published fees below.
The bank withdrawal has no fee at this amount when no conversion is needed. GCash charges 1% of the cash-in amount.
Item | PayPal to Philippine bank | PayPal to GCash |
|---|---|---|
Starting available PHP balance | ₱10,000 | ₱10,000 |
Conversion in this example | None: already PHP | None: already PHP |
Destination transfer fee | ₱0 at this amount, with no conversion | 1% cash-in fee |
Calculated fee | ₱0 | ₱100 |
Net PHP after the transfer fee | ₱10,000 | ₱9,900 |
Other costs excluded | Earlier receiving or conversion fees | Earlier receiving or conversion fees |
Calculation: ₱10,000 × 1% = ₱100. With that fee deducted from the cash-in amount, GCash receives ₱9,900. The bank route receives ₱10,000.

Compare methods for future client payments
For your next client payment, compare receiving money in PayPal with receiving USD through ACH in Elevate Pay. Start with the same invoice amount and include sending, receiving, conversion and payout fees.
Receiving in PayPal: The client pays PayPal. Any receiving fee reduces the available balance. If you need PHP, review the conversion quote, then choose an eligible bank withdrawal or direct GCash cash-in.
Receiving through ACH: Give your client or platform the US account details from Elevate Pay. Receiving ACH is free, and your earnings stay in USD until you choose to convert. When you send pesos, Elevate Pay charges a flat $1.50 fee.
Set up a future ACH payment
Follow the Philippines account-opening guide and wait for approval.
Copy your US account details. Find your account number, ACH routing number and account holder name in the app.
Add your US account details to the platform's ACH payout method. Keep your actual country and identity information on your profile.
For a direct client, share the receiving details securely and specify ACH where supported. Elevate Pay receives ACH transfers, so do not substitute a wire.
Agree on the payment amount and arrival date with your client. Contact Elevate Pay support in the app for help with the receiving details.
Elevate Pay is a fintech company, not a bank. Banking services are provided by Merchants Commercial Bank, Member FDIC.
Frequently asked questions
Can I withdraw PayPal funds to a debit card instead?
If an eligible card appears in your PayPal Wallet, PayPal's Philippine fee schedule lists a 1% card-withdrawal fee. For PHP withdrawals, the minimum is ₱10 and the maximum is ₱500. Card and bank-account withdrawals use different fee schedules. Select the intended destination before confirming.
Why did I receive fewer pesos than the PayPal balance showed?
Compare the original payment, available balance and transfer receipt. A commercial-payment receiving fee, a currency conversion or the ₱50 fee for a small bank withdrawal may explain the difference. Avoid counting a conversion charge again if it is already included in the PHP quote.

How we checked this
We checked PayPal's Philippine personal and business fee schedules on September 19, 2026, alongside GCash and Elevate Pay guidance. Both PayPal schedules list a 3% US-bank withdrawal fee for Philippine accounts. Examples assume the stated starting currency and balance. No test transfer was performed.
