How the variable fee works
The fee ranges from 0 to 15% of your gross earnings on each contract. It is set per contract and locked once you send a proposal or receive an offer. It cannot change mid-contract. You see the percentage on the proposal or offer screen before you commit.
Upwork says the rate reflects market conditions across different types of work. It does not publish the factors used to set each rate.
Upwork lists several exceptions. Enterprise client contracts typically run 10%. Direct Contracts, where you bring your own client, carry reduced fees. Upwork Payroll and Any Hire contracts carry no service fee. If a payment is refunded, the service fee on that amount is also returned.

Here is a worked example. A $1,000 fixed-price contract at a 10% service fee, withdrawn to a local bank in Pakistan: $1,000 becomes $900 after the service fee, $899.01 after the $0.99 withdrawal fee, and about $885 in PKR after an estimated 1.5% conversion markup. Together, the withdrawal fee and estimated FX cost reduce the payout by about $14, close to a sixth of what the headline service fee took.
