As of 9 September 2026, you can’t open a PayPal account with a Bangladesh address. New banking rules provide a framework for foreign payment services, but PayPal has not announced a launch date.
If a client wants to pay you through PayPal, you still need another way to receive the payment in Bangladesh. You can receive freelance income through USD accounts, marketplace payouts and other business-payment services today.
Here’s what the PayPal news means for you, what works now and how much arrives in taka.
Is PayPal available in Bangladesh today? বাংলাদেশে কি পেপাল চালু হয়েছে?
No. Bangladesh is missing from PayPal’s country selector. You can’t choose Bangladesh as your home country when opening an account.
Xoom, PayPal’s remittance service, does send money to Bangladesh. A friend or family member abroad can use it to send to your bank or bKash wallet; you don’t need a PayPal account to receive that transfer.
Payoneer’s PayPal payment option won’t solve a Bangladeshi freelancer’s invoice either. Its receiver rules explicitly exclude Bangladesh-registered recipients from PayPal-funded payment requests.
What Bangladesh Bank changed in 2026
Bangladesh Bank introduced a framework for bank-linked digital wallets in July 2026. It allows banks to work with foreign payment providers, but it does not give you a PayPal account yet.
Rule | What it means for you | PayPal status |
|---|---|---|
29 July 2026: FEPD-1 Circular 25 | Banks can partner with foreign digital-payment providers through Digital Value Accounts | A framework for a future service; no PayPal launch date |

What a Digital Value Account means
A Digital Value Account connects your digital wallet to a bank that handles the foreign-currency settlement. The bank and the payment provider need a working partnership before you can use the service.
That’s why a new rule can make PayPal possible without making it available. Bangladesh Bank has created the banking framework; PayPal still needs to launch a service for Bangladesh residents.
Does PayPal have a launch date?
There’s no confirmed launch date. The 23 August TBS report said PayPal was reviewing its policies and described discussions with banks. It reported no launch commitment from PayPal.
PayPal in Bangladesh: the announcement timeline
Date | Development | What you could use |
|---|---|---|
19 October 2017 | Xoom inaugurated in Bangladesh | Personal remittances into Bangladesh |
12 October 2024 | TBS investigated years of promised PayPal entry and interviewed industry figures about the delays | Still no Bangladesh-resident PayPal account |
2 December 2025 | Governor Ahsan H. Mansur: “We have already removed regulatory barriers.” Reported by The Daily Star on 3 December | Banking-policy progress; no Bangladesh-resident PayPal accounts |
29 July 2026 | Digital Value Account framework issued | A framework for banks to partner with foreign digital-payment providers |
23 August 2026 | TBS reported PayPal’s policy review and bank discussions | No launch date |
9 September 2026 | PayPal’s country list still omitted Bangladesh | No resident account registration |
Sources: Prothom Alo, October 2017, TBS, October 2024, Daily Star, December 2025, the Digital Value Account framework above and TBS, August 2026.
The 2017 launch was Xoom. That explains why old headlines say PayPal arrived while you still can’t open an account. Later promises and banking reforms have kept the story alive without changing the signup screen.
What you can and cannot do now
Here are the payment routes you can use today and the PayPal features that remain unavailable.
You can | You can’t |
|---|---|
Receive family remittances through Xoom | Open a Bangladesh-resident PayPal account |
Receive freelance-platform payouts through Payoneer | Receive PayPal-funded Payoneer requests with a Bangladesh account |
Receive USD with Elevate Pay and send to bKash or a local bank | Use a bought foreign-address PayPal account as a Bangladesh account |
PayPal alternatives for Bangladeshi freelancers
Elevate Pay to bKash or a local bank
Receive USD from clients and freelance platforms with Elevate Pay, then send to bKash or a local bank. We charge $0 for incoming ACH bank transfers and $1.50 for a standard transfer to Bangladesh.
To send to a saved bKash recipient with Instant or Flex Transfer:
Tap Send Money → Transfer and choose your saved bKash recipient.
Enter the USD amount. Under Delivery speed, choose Instant or Flex Transfer.
Review the scheduled processing time, fee and taka amount. Flex delays processing and adds a reward to the amount your recipient receives.
Tap the arrow to review, then Confirm.

Send Money and recipient selection. Example screens; balances and recipient details are illustrative.
For a new recipient, follow the steps to add your bKash details or add your local bank account.
With Instant, we start processing your transfer immediately. With Flex, we start at the later processing time shown in the app. After processing starts, payouts usually take about 5–10 minutes to bKash or 24–48 hours to a bank; those times exclude the Flex waiting period.
Payoneer
Payoneer receives marketplace earnings and direct business payments. A US client can pay a payment request by ACH debit for 1%. Card payments cost up to 3.99%, with an additional fixed fee on some payments; marketplace fees are separate.
PayPal-funded requests are unavailable for Bangladesh-registered recipients. Payoneer’s “Withdraw and transfer funds from a Payoneer account” pricing lists a 1.2%–4% percentage band; the $1.50 flat fee is only for listed countries, which exclude Bangladesh and Pakistan.
Xoom for personal remittances
Xoom sends money from friends and family to bank accounts, cash-pickup locations and bKash. Use a business-payment service for freelance invoices.
On 9 September, Xoom’s bKash calculator quoted BDT 12,010.05 for $100, BDT 60,050.25 for $500 and BDT 120,100.50 for $1,000. At all three amounts, a US sender funding with a bank account or PayPal balance paid $3.99 extra; card funding cost $5.99 extra.
What does $1,000 become in taka?
You can receive freelance earnings with Elevate Pay; Xoom sends personal remittances. These routes serve different needs. Both figures below use rates captured on 9 September 2026.
Route | Fee and exchange rate | Recipient amount |
|---|---|---|
Client ACH → Elevate Pay → local BDT payout | $0 ACH receipt; $1.50 payout; 121.58 BDT/USD | BDT 121,397.63 |
US sender → Xoom → bKash | $3.99 extra for bank/PayPal-balance funding; 120.1005 BDT/USD | BDT 120,100.50; sender pays $1,003.99 |
Elevate Pay: ($1,000 − $1.50) × 121.58. Xoom: $1,000 × 120.1005, with its fee added to the sender’s bill. Sources: our BDT rate and Xoom’s $1,000 quote. Any later bKash cash-out fee is excluded.
Should you wait for PayPal?
Don’t put your next invoice on hold for a launch date that hasn’t been announced. If your client can pay by US bank transfer, receive the USD in your Elevate Pay account, then send to bKash or your local bank.
At the rate above, you receive an estimated BDT 121,397.63 from a $1,000 ACH payment after our $1.50 transfer fee. There’s no Bangladesh PayPal fee schedule to compare it with yet.

Should you buy a verified PayPal account in Bangladesh?
No. You’d be relying on someone else’s identity and recovery details to access your money. If PayPal asks for the original owner’s ID or proof of address, your own Bangladeshi documents won’t match the account.
That creates two failure points: a verification request can freeze your access to the balance, and a seller who keeps the recovery email or phone can regain control. PayPal’s terms allow some holds of up to 180 days. The Pakistan account guide explains the limitation process in detail.
Can Wise, Skrill or a US payment app replace PayPal?
Wise can be used by a sender to send money to Bangladesh, but it won’t issue USD receiving details to a Bangladesh-address customer. Bangladesh appears on its USD-account-details exclusion list.
Zelle and Venmo are US services, so they don’t give you a Bangladesh-resident receiving account. A client’s Stripe checkout belongs to the client’s business; it doesn’t create a Stripe merchant account for you. Skrill and Neteller also have different wallet and merchant products, so they aren’t interchangeable with the freelance payout routes above.
Bangladesh’s Freelancer ID
Bangladesh’s Freelancer ID is free, lasts three years and requires at least $50 of verified income in the past 12 months. You need Bangladeshi citizenship, a valid NID and evidence of freelance or digital-service income.
The older $1,000 income threshold and annual-fee descriptions are out of date.

We checked Bangladesh Bank’s Digital Value Account framework, PayPal and Payoneer rules, and the Freelancer ID portal on 9 September 2026. We compared Xoom’s quotes at $100, $500 and $1,000 with our BDT rate for the same date. The comparisons are calculations, not completed-transfer records.
