PayPal and Wise are two of the most well-known names in international payments. But if you are in Sri Lanka, they work very differently from what you might expect. Neither platform offers full functionality here yet, and the limitations are not the same.
This guide compares the two side by side so you can figure out which one actually fits your situation, especially with PayPal's official launch in Sri Lanka announced on 15 May 2026.
The Quick Answer
If you need to send money out of Sri Lanka or buy things online, PayPal is the better option. It supports outgoing payments from Sri Lankan accounts and is accepted at millions of merchants worldwide.
If you need to receive money from abroad into an LKR bank account today, Wise is the better option. It supports incoming transfers to Sri Lanka in LKR, which PayPal cannot fully do yet.
If you can wait a few weeks, PayPal's partner bank rollout will eventually enable receiving and withdrawals through Bank of Ceylon, Commercial Bank, and Sampath Bank. Once live, PayPal becomes a much stronger option than it has been historically.
How PayPal Works in Sri Lanka
PayPal has been partially available in Sri Lanka for years. You can create an account, link a local Visa or Mastercard, and use it for outgoing transactions.
According to a fact-check by Fact Crescendo, Sri Lankan PayPal accounts have until recently supported two core functions: "Buy" and "Send."

On 15 May 2026, the Government and PayPal officially announced the launch of PayPal services in Sri Lanka at an event held at the Galle Face Hotel (Daily FT). PayPal services will roll out through three initial partner banks: Bank of Ceylon, Commercial Bank of Ceylon, and Sampath Bank (Newswire).
That said, PayPal's Partner Banks page still lists all receiving and withdrawal features as "coming soon" for every partner bank. PayPal Senior Vice President Nadia Syed said at the launch event that further details on service rollout would be announced through banking partners in the coming weeks (The Island). No specific go-live date has been published.
One more nuance
Even when receiving goes live, PayPal has confirmed that only cross-border payments will be supported. Sri Lankan users will be able to receive money from PayPal customers abroad, but not from other PayPal users inside Sri Lanka.
How Wise Works in Sri Lanka
Wise (formerly TransferWise) takes a different approach. It is primarily a money transfer platform that uses the mid-market exchange rate with a transparent, low fee on top.
For Sri Lanka specifically, Wise supports receiving transfers in LKR from abroad, but you cannot send money from LKR through the platform.

This is where the differences become very clear. Let us compare what each platform costs for the most common use cases.
Scenario 1: Receiving a $1,000 Payment From an International Client
PayPal (once receiving is fully live):

Wise is dramatically cheaper for receiving international payments. The difference on $1,000 is roughly $72 to $74.
Scenario 2: Buying Something Online for $100
PayPal:
Purchase fee: Free (no PayPal fee for buying)
Currency conversion (if paying in USD with an LKR card): 4.0% markup = approximately $4.00
Total cost: approximately $4.00
Wise:
Not directly comparable. Wise is not a checkout payment method like PayPal. You would need to fund a transfer or use the Wise card, which is not available for Sri Lankan residents.
Not practical for this use case in Sri Lanka.
PayPal wins here. It is accepted at millions of online merchants and works seamlessly for purchases.

Currency Conversion: The Hidden Cost
This deserves its own section because it is where most people lose money without realising it.
PayPal adds a 4.0% markup above the base exchange rate for all currency conversions involving Sri Lankan accounts. This applies to every transaction that involves a currency change, whether you are buying, sending, receiving, or withdrawing (Source).
For context, if the real mid-market USD to LKR rate is 301.80, PayPal might show you something around 289.73. On a $1,000 conversion, that is roughly LKR 12,000 lost to the markup alone.
Wise uses the actual mid-market exchange rate with no markup. Instead, they charge a small, transparent fee upfront. For a $2,000 USD to LKR transfer, Wise's total fee is approximately $16.94 with the full mid-market rate applied.
To put this in real numbers: on a $2,000 transfer, Wise's total cost is roughly $16.94. PayPal's conversion markup alone would cost around $80, before any other fees.
Features Comparison
Account Setup
Both platforms let you sign up from Sri Lanka with your NIC or passport. PayPal requires a Visa or Mastercard for verification. Wise requires identity verification and may ask for proof of address.
Multi-Currency Support
Wise gives you the ability to hold balances in 40+ currencies and provides local account details in 8 currencies (USD, EUR, GBP, AUD, NZD, SGD, HUF, and TRY) so clients can pay you as if you were local.
PayPal lets you hold a balance in one currency and convert as needed, but the 4.0% conversion markup makes currency holding less practical.
Merchant and Business Features
PayPal offers business accounts with invoicing and PayPal Checkout integration for Sri Lankan users (source). However, these features are part of the partner bank rollout and not yet live.
Wise offers business accounts with batch payments, API access, and multi-user controls. Wise business accounts may have limited functionality depending on your region.
Buyer Protection
PayPal offers buyer and seller protection on eligible transactions. If you buy something and it does not arrive or is not as described, you can open a dispute. This is one of PayPal's strongest features and something Wise does not offer, because Wise is a transfer service, not a payment platform.
Speed
PayPal transactions are typically instant for online purchases. Wise transfers to Sri Lanka in LKR usually take around 1 business day.
The Honest Verdict
Neither PayPal nor Wise is a complete solution for Sri Lankan freelancers and remote workers right now. Here is how to think about it:
Use PayPal if you primarily need to buy things online, pay for subscriptions, or send money internationally. It is the most widely accepted online payment method in the world, and it works for outgoing transactions from Sri Lanka. If you can wait for the partner bank rollout to complete, PayPal will also work for receiving payments soon.
Use Wise if you need to receive money from international clients today and want the best possible exchange rate. Wise's mid-market rate and low fees make it significantly cheaper than PayPal for incoming transfers. You will need your client to initiate the transfer through Wise or send to your Wise account details.
Use both if you have different needs. Many Sri Lankan users keep a PayPal account for purchases and a Wise account for receiving payments. There is no rule that says you have to pick one.
What If Neither Fully Fits Your Needs?
If you specifically need a US bank account with ACH-enabled deposits, neither PayPal nor Wise is built for that exact use case for Sri Lankan users. This matters for freelancers whose clients only do US-style direct deposit or who want to be paid the same way a US-based contractor would be.
