PayPal does not charge a single flat rate. The fees depend on what you are doing: buying, sending, receiving, converting currency, or withdrawing.

This guide breaks down every PayPal fee that applies to Sri Lankan users, with numbers pulled directly from PayPal's official fee pages.

A Quick Note on the May 2026 Launch

On 15 May 2026, the Government and PayPal officially announced the launch of PayPal services in Sri Lanka (Daily FT). The fee structure described below comes from PayPal's official consumer and merchant fee pages. While the receiving and withdrawal features are still rolling out through the three initial partner banks (Bank of Ceylon, Commercial Bank, Sampath Bank), the fee tables themselves are already published and apply to Sri Lankan accounts.

So even though you cannot use all the features today, the cost of using them once they go live is already known. That is useful for anyone trying to decide whether PayPal will be cost-effective for their situation.

1. Buying With PayPal

If you use PayPal to buy something online, there is no fee from PayPal's side, as long as the transaction does not involve a currency conversion.

For example, if you are buying a $10 item and paying in USD from a USD balance, there is no additional PayPal fee. But if you are paying with a Sri Lankan rupee-denominated card for a USD purchase, PayPal will convert the currency and charge a 4.0% conversion fee on top of the base exchange rate.

This is important because most Sri Lankan users will be paying in LKR for USD-priced goods and services. That 4.0% conversion markup is applied automatically every time.

2. Sending Money (Personal Payments)

PayPal treats sending money to friends and family differently from commercial transactions.

Domestic personal payments (both sender and receiver in Sri Lanka)

  • From your PayPal balance or linked bank account: Free

  • From a linked debit or credit card: 3.4% + a fixed fee of $0.30

International personal payments (sender in Sri Lanka, receiver in another country)

  • From your PayPal balance or bank account: $4.99 flat

  • From a linked card: $4.99 + 3.4% + $0.30

Keep in mind that if a currency conversion is needed on top of these fees, the 4.0% conversion markup also applies. So sending $100 internationally from a card could cost you $4.99 + $3.70 (3.4% + $0.30) + roughly $4.00 in conversion. That adds up to over $12 in fees on a $100 transfer.

3. Receiving Payments (Commercial Transactions)

International commercial transactions (buyer is outside Sri Lanka)

  • 4.4% + $0.30 per transaction

So if a US client pays you $1,000 for a project via PayPal, you would pay $44 + $0.30 = $44.30 in PayPal's receiving fee alone. If that payment then needs to be converted from USD to LKR, you lose an additional 4.0% on the exchange rate.

A note on domestic commercial fees

PayPal's published rate sheet lists domestic commercial transactions at 3.4% + $0.30. However, PayPal has confirmed that for Sri Lanka, only cross-border payments are supported. You cannot receive payment from another PayPal user inside Sri Lanka. So the domestic commercial rate is part of the global fee structure but does not apply in practice for Sri Lankan accounts at this time (PayPal FAQ).

4. Currency Conversion Fees

This is a fee that catches many people off guard. Every time PayPal converts one currency to another, whether you are buying, sending, receiving, or withdrawing, they add a markup on top of the base exchange rate.

For Sri Lanka (classified under Asia Pacific), that markup is 4.0%.

This means you are never getting the real mid-market exchange rate. You are getting PayPal's rate, which is 4% worse.

For context, if the real USD to LKR rate is 300.00, PayPal might show you something like 288.00 (after their 4% markup). On a $1,000 transaction, that is a difference of roughly LKR 12,000 lost to conversion alone.

5. Withdrawal Fees: Now Confirmed (Sort Of)

This is the section that has changed the most with the May 15 launch.

PayPal has now officially confirmed how withdrawal fees will work in Sri Lanka. According to PayPal's Partner Banks FAQ:

"The withdrawal fees are subject to respective local bank-defined fees, so please refer to your local bank for information."

In plain English, PayPal itself is not charging a withdrawal fee. Each partner bank (Sampath Bank, Commercial Bank of Ceylon, Bank of Ceylon) will set and publish its own fee for receiving funds from PayPal into your local account.

As of May 2026, none of the three partner banks has published its withdrawal fee schedule yet. PayPal's own page still shows withdrawal as "coming soon" for all three banks, and the banks themselves are expected to share more details in the coming weeks (The Island).

A few things to keep in mind:

Currency conversion still applies. If you receive in USD and withdraw to an LKR bank account, PayPal's 4.0% conversion markup applies on top of whatever the bank charges.

Bank fees can vary widely. Different banks charge different rates for receiving foreign currency deposits. You will want to compare each bank's published fee once available before deciding which one to link.

6. Other Fees to Be Aware Of

Chargeback fee

If a buyer disputes a transaction and it results in a chargeback, PayPal charges the seller. The exact amount varies but can be significant.

Inactivity fee

PayPal may charge an inactivity fee if your account has been dormant for an extended period. The specific amount depends on your account's currency balance.

Refund fee

If you issue a refund to a buyer, PayPal keeps the fixed fee portion ($0.30). The percentage-based fee is returned.

A Real Cost Example: $1,000 International Freelance Payment

To make these numbers feel concrete, here is what receiving a $1,000 international payment via PayPal would actually cost, based on PayPal's own published rates:

  • Receiving fee: 4.4% + $0.30 = $44.30

  • Currency conversion (USD to LKR at 4.0% markup): approximately $38.23

  • Withdrawal to local bank: TBD (set by your partner bank)

  • Estimated total before bank fees: approximately $82.53

That works out to over 8% of your earnings before the money even reaches your bank account, and before the partner bank's withdrawal fee is added on top.

This calculation is based on PayPal's published rates for Sri Lankan accounts. It is worth doing the math on your typical monthly payment volume to understand what that actually means for you. If you are receiving $3,000 or $5,000 a month, the fees scale up proportionally.

How PayPal Fees Compare to Other Options

PayPal's fee structure is on the higher end of international payment platforms, especially when currency conversion is involved. Here are the rough costs of some alternatives Sri Lankan freelancers commonly use, so you can decide what makes sense for your situation:

Wise

Uses the mid-market exchange rate with a transparent fee of roughly 0.5% to 1.5%, depending on the route. Significantly cheaper for receiving international payments. The catch is you cannot send money from LKR and the Wise card is not available for Sri Lankan residents (Wise).

Payoneer

Charges up to 3% for receiving payments and up to 2% for currency conversion on withdrawal. Long-established but new Sri Lankan sign-ups have reportedly been restricted (OneSafe).

Elevate Pay

Free to receive via ACH, $1.50 flat fee to withdraw to a Sri Lankan bank. USD only, no multi-currency support (Elevate Pay).

SWIFT wire transfer

$30 to $75 in combined sender, intermediary, and recipient bank fees. Slow (2 to 5 business days). Worth considering only for one-off large payments.
